As of 2013, in the UK, a small percentage is allowed as well, though elsewhere in Europe, the laws may differ. You are correct that Stella's strips don't have peroxide, but those are not available in the United States.<br /><br />Luster's manufacturer is the only company in the US to have an FDA approved light-based lightening product and their other products like Luster White are safe to use when used as directed.
